(1) The application given under rule 3 must be submitted by any of the following persons -
(a) if such vessel is owned by any one person alone, by him or by his authorized representative or heir, or
(b) if owned by more than one person, by all such persons or by the persons' authorized representatives or heirs, or
(c) In case of ownership of any organized organization, by the directors of such organized organization or if the board of directors authorizes any director or person, by such authorized representative.
(2) In accordance with sub-rule (1), the authorized representative or heir shall also submit the power of attorney obtained by him/her.
